Deputy National Service Director Appointed

With the approval of National Commander Alan W. Bowers, I am pleased to announce the appointment of Garry J. Augustine as Deputy National Service Director with the Disabled American Veterans at National Service & Legislative Headquarters in Washington, DC. The Cleveland native enlisted in the U.S. Army in August 1969 and was later assigned to the 198th Infantry Brigade in South Vietnam. He was severely wounded by a land mine explosion while on a combat patrol operation in the Batangan Peninsula on April 9,1970. His injuries resulted in the loss of use of his left hand and left foot, multiple shrapnel wounds to his body and the loss of his spleen. Due to the extent of his injuries, he was medically discharged from the Army in December 1972

Governor Bush's Veterans Budget for Next Year

During the past six years, funding for veterans has increased by 106 percent, including $48.4 million recommended for the next fiscal year. The Executive Budget includes $631,000 for the planning and development of Florida's sixth veterans' nursing home. Five new license plates for the military services will also help fund all existing State Veteran Nursing homes.

VA Gets Record Budget for FY 2004

WASHINGTON - The Department of Veterans Affairs (VA) will receive a record budget of $64 billion for the current fiscal year, up $4.2 billion from the previous spending level.

"I'm grateful for President Bush's leadership in ensuring that VA can honor our nation's commitment to its veterans," said Secretary of Veterans Affairs Anthony J. Principi. "I'm also appreciative of the support that Congress has shown when it comes to taking care of veterans."

The budget for fiscal year 2004, which began Oct. 1, 2003, comes as VA is putting the finishing touches on the administration's proposed budget for fiscal year 2005, which will be formally unveiled Feb. 2.

Among the major items in fiscal year 2004 budget are $28.4 billion (including $1.7 billion in collections) for health care, up $2.9 billion from the previous year, and $32.8 billion in benefits programs. Other budgetary categories include:

$143.4 million for the National Cemetery Administration, an $11 million hike over last year, plus nearly $32 million in grants for state cemeteries;

Full funding to expedite the handling of veterans' claims for disability compensation and pensions - a total of $1 billion for all programs;

Nearly $176 million for health care and other programs to assist homeless veterans, an increase of over $22 million from fiscal year 2003;

$101 million to support state extended-care facilities, $3 million more than last year; and $522 million for construction, plus the authority to transfer another $400 million to health

care construction.

"This budget will ensure VA is able to meet the needs of the latest generation of combat vets who are now returning home from Iraq and Afghanistan, while continuing to care for those from earlier conflicts," Principi said.

DIC for Remarried Widows:

H.R. 2297 (Public Law 108-183) allowed survivors of members who died of service-connected causes to retain Dependency and Indemnity Compensation (DIC) if they remarry after attaining age 57. Those who have already remarried (and were age 57 or older when they did so) have until December 16, 2004 to apply for reinstatement of their DIC benefits. The application form is VA form 21-686c (available on the Web at http://www.vba.va. gov/pubs/forms/21 -686c.pdf).

WASHINGTON (Jan. 30, 2004) - Cynthia R. Church was sworn in today as assistant secretary for public and intergovernmental affairs in the Department of Veterans Affairs (VA).

A former television news anchor and reporter, she comes to VA from the State Department, where she served as deputy press secretary from August 2001

McFarland Sworn In As VA Assistant Secretary

washington (Jan. 30, 2004) - Robert N. McFarland was sworn in today as assistant secretary for in-formation and technology (IT) in the Department of Veterans Affairs (VA).

"Robert McFarland brings extensive experience in leading large organizations and has a proven record of success," said Secretary of Veterans Affairs Anthony J. Principi. "The important work of honoring our veterans and safeguarding their records are in good hands."

As both the assistant secretary and chief information officer, McFarland will be the principle advisor to Principi on information and technology management. The office provides advice and assistance to ensure that IT systems are acquired and information resources are managed properly.

Before coming to VA, McFarland served as vice president of government relations for Dell Computer Corporation, where he earlier managed the military, federal, state and local government business as vice president and general manager of the government sector.

VETERANS IN PENSACOLA HAVE A NEW SET OF WHEELS TO GET BETTER HEALTH CARE.

A LOCAL CHAPTER OF THE DISABLED AMERICAN VETERANS DONATED A 15-PASSENGER VAN TO THE VETERANS ADMINISTRATION TODAY.

THE "AL GRAY" CHAPTER RECENTLY SOLD ITS CHAPTER HOME.
THE MEMBERS VOTED TO USE THE PROCEEDS TO BUY THE VAN.
IT WILL TRANSPORT PATIENTS FROM PENSACOLA TO THE V-A HOSPITAL IN BILOXI.
